25th Feb 2020 – CORONAVINUS IMPACT UPDATE IN LOGISTICS

Taiwan & HKG partner offices operating normally.

China

All staff in our partner offices have returned to work.  Most passenger flights remains cancelled but freighter services are available. Customs offices and terminals are working fine.  The challenge now is not enough production capacity of the factories and limited carrier options.  Around 50% of production capacity has returned only as workers from other provinces would have to stay isolated for 14 days before returning to factory.  Rate increasing in coming March would be expected.  Luckily, we can provide below solutions:

  1. If cargo is in northern China such as TSN/TAO/DLC/SHA/NGB, sea-air service via south Korea, total transit time port to airport around 4-7 days depends on destination.
  2. All cargos can be arranged by sea service transited via Taiwan and have around 5~8 days in transit.
  3. If cargo is urgent, we can provides air-air service via Taiwan, total transit time airport to airport around 3-4 days depends on final destination.
  4. We believe the demand of airfreight service will be increased substantially in March due to the decreases in capacity and cargos switched from sea freight to airfreight so be aware.

Sharing with you the latest news about business reopening in China

Beijing decided over the weekend against officially extending the Lunar New Year holidays for another week. However, today was marked by a muted return to work in the world’s most populous nation with many conglomerates deciding to keep their factories shut for the time being, and tens of millions of workers being told to work from home.

There are many reports of factories remaining closed in China, with some municipalities urging companies to down tools for the rest of this month. The province of Hubei, where the virus started, remains in complete lockdown.

The number of confirmed coronavirus cases has passed 40,000 with the number of deaths on track to hit 1,000 people later this week.

It’s uncertain whether factories could resume production this week amid local quarantine efforts and traffic controls. Indeed, many authorities and enterprises at local levels are targeting Feb. 17th or later to restart business, and the resumption is likely to be a phased approach.

In Guangdong province, there has been no official notice on when factories should reopen. Many localities, instead, are urging companies to stay shut until March 1.

Police of the Huangpu district in the city of Zhongshan, home to many IT suppliers, posted on their WeChat social media account that companies should not resume work before March without permission.

Several cities including Hangzhou, Zhengzhou, Tianjin, Guangzhou and Shenzhen, homes to many large scale manufacturers, have all released similar guidelines for companies and factories to resume work.

The guidelines have advised companies to resume work in different batches. Companies with complete local supply chains are allowed to resume work as of today while companies with large scale operations have to file applications with the authorities before they can resume work.

Regarding the Trucking service around China there are some points hope can help you understand situation during such harsh times.

  1. Container trucks can only go through expressway, trucks is restricted to the road, and there will occur expressway tolls.
  2. It will be helpful if the factory handle Entry Permit in epidemic area for trucking drivers and let drivers know which freeway exits is the most convenient.
  3. The trucking fee is the same for every size of containers-20’.40’ and 40hc, the price is not fixed and shall be confirmed case by case.
  4. There is a shortage of drivers everywhere, because of limitation of drivers’ domicile such as the driver from Hubei province, etc., can not work as normal.
